Description
Established in 1944, the WBG is one of the world’s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with more than 16,000 staff located globally.

The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). IBRD and IDA are commonly known as the World Bank, which is organized into six client-facing Regional Vice-Presidencies, several corporate functions, and – as of July 1, 2014 – has introduced fourteen Global Practices (GPs) as well as five Cross-Cutting Solution Areas (CCSAs) to bring best-in-class knowledge and solutions to regional and country clients.

This is a Country Office position in Nepal subject to local recruitment under the Nepal Compensation Plan. 

Nepal is undergoing an unprecedented transition from a unitary state to Federal Democratic Republic, following the 2015 Constitution that put in place seven new provinces, and 753 local governments. This, along with the first majority Government, allows Nepal to reset its development storyline and sustainably recover from the devastating 2015 and 2017 floods. The country’s development vision towards a ‘Prosperous Nepal, Happy Nepali’ is at the center of the World Bank Group’s new Country Partnership Framework (CPF) for FY19-23.

The Nepal program has a considerable increase in IDA lending with a portfolio value at about US2.8 billion (including both IDA credits, Regional IDA credits and trust funds). Nepal is implementing the new Country Partnership Framework (CPF) for next five years starting FY2019 with priority in three focus areas: (1) Public institutions and policies, (2) Growth and employment, and (3) Inclusion and resilience. The World Bank country program provides financial support and technical advisory services across a broad range of sectors, with focus in infrastructure, energy, human development services, climate and disaster risk management. In addition, the priority of the program is also to support implementation of federalism. World Bank assistance is channeled through government agencies for agreed development priorities. Technical Teams from the World Bank are drawn from staff in the Kathmandu Office and from around the world. The program relies heavily on strong coordination with Development Partners, both local and international.

The Nepal Country Management Unit (CMU) would like to hire a Country Officer (Donor Coordination and Country Relations) to support this ambitious agenda.

Roles & Responsibility:

Reporting to and under the supervision of the Country Manager of Nepal CMU, the Country Officer/Donor Coordination and Country Relations Specialist will support the Nepal Country Office in ensuring strong linkages, information flows and coordination within various project teams in advancement of the Country Partnership Framework (CPF), and with Civil Society and Development Partners. This will require a constant engagement across World Bank Group teams, as well as technical counterparts of other Development Partners, NGOs and members of Civil Society to ensure that there is coordination of engagements, and information flow on current and planned activities.

Specifically, the Country Officer/Donor Coordination and Country Relations Specialist will undertake the following duties and responsibilities:

• Support the Country Manager and Country Management Unit to identify and engage counterparts and partners as part of the Nepal Country Office’s strategic relationship management; and contribute to the preparation of a comprehensive engagement strategy with Development Partners (including multilateral, bilateral and other development partners).
• Support the implementation of agreed activities under the International Development Partners Group, including maintaining contact and facilitating the flow of information between the World Bank and partners.
• Assist with production and compilation of high-quality and well-researched briefs and background materials for meetings; and provide analysis as requested, including work on partnership collaboration matrices and preparation of relevant progress reports.
• Provide staff support for timely and relevant briefings and engagements by the Country Manager with these core constituencies.
• Prepare political and economic analyses for Nepal Country Management Unit and staff, identifying the risks, opportunities and impact of national policies, trends, and attitudes on partnership activities.
• Serve as a point of contact for inquiries from Development Partners on the World Bank Nepal Development agenda and refer such queries to appropriate partnership team members.
• Provide support to the CMU and Global Practices to liaise with, manage and maintain relationships with key partners. Under direction of the Country Manager, organize World Bank Group staff participation in events, seminars and conferences and prepare background and briefing materials as required.
• Organize and manage logistics and schedules of visits of Country as required to support Development Partnerships.

Selection Criteria

• Advanced degree in Humanities, Social Sciences, International relations, or other related field with 5-7 years of relevant experience.
• Familiarity with the World Bank’s organizational structure and operations, including strategic goals and operational modalities at corporate, regional and country level; and demonstrated operational experience of delivering development outcomes including through partnerships with donor countries and other development organizations.
• Good understanding of how to design and prepare programs with diverse partners, including modalities and mechanisms for cooperation, setting operational targets and delivery, and measuring development impact and outcomes; sufficient understanding of project management concepts, methodologies and processes to develop drafts of plans and strategies and identify and mitigate risks with minimal supervision.
• Excellent analytical skills and understanding of Nepal’s development context including challenges and opportunities for finance and investments; and innovative solutions that can accelerate development outcomes.
• Experience of working in an international organization and on sustainable development issues. In-depth knowledge of international trends and political/economic issues related to development. Ability to view issues from partners’ perspectives and advocate for collaboration.
• Excellent written and spoken command of English, and the ability to convey complex ideas in a creative, clear, and direct style.
• Sound judgement and ability to work harmoniously with a diverse set of colleagues; strong diplomatic, interpersonal, and teamwork skills; sensitivity to working in a multicultural environment.
• Demonstrates accountability for achieving results that have a development impact and financial, environmental and social sustainability. Identifies and proposes solutions to mitigate and manage risks.
• Contributes new insights to understand situations and develops solutions to resolve complex problems; adapts as circumstances require and manages impact of own behavior on others in context of WBG’s values and mission and relations with partners; sets clear explanations for the integration and alignment of services/solutions with business functions, focusing on the strategic value of engagement with partners.
• Applies knowledge across World Bank Group (WBG) to strengthen solutions for internal and/or external clients and leverages the unit’s expertise and body of knowledge across WBG to strengthen internal and/or external client solutions.
• Seeks to learn from more experienced staff to deepen or strengthen professional knowledge and helps others to learn.
• Maintains an in-depth understanding of the long-term implications of decisions both for related areas within the unit and the Region and relevant partners.
